Iowa service dog laws

Short answer

Iowa follows the ADA definition (dogs and miniature horses) and protects service animals in training and their trainers. Misrepresenting an animal as a service animal is a simple misdemeanor, $105 to $855 and up to 30 days, and since 2025 no prior warning is needed. For housing, Iowa's 2024 law says a registration, ID card, patch or certificate "is not sufficient", and ESA letters must say whether a 30-day relationship exists.

Who counts as a service animal in Iowa?

Iowa Code 216C.1A: "'Service animal' means a dog or miniature horse as set forth in the implementing regulations of Tit. II and Tit. III of the federal Americans with Disabilities Act". "'Service-animal-in-training' means a dog or miniature horse that is undergoing a course of development and training to do work or perform tasks".

Housing uses a separate "assistance animal" definition: any animal that qualifies as a reasonable accommodation under the Fair Housing Act or Section 504 (216.8B).

Public places in Iowa, including hotels and restaurants

A person with a disability, a person controlling the animal for them, "or a person training a service animal has the right to be accompanied by a service animal or service-animal-in-training, under control," in the places the law lists "without being required to make additional payment" (Iowa Code 216C.11). Knowingly denying or interfering is a simple misdemeanor. Guide dogs are also covered by 216C.5.

The federal ADA applies in Iowa too. When it is not obvious what the dog does, staff may ask only whether it is a service animal required because of a disability and what task it has been trained to perform. Service dogs in training in Iowa

Yes. "A person training a service animal" has the same access, with the dog under control, no extra payment and liability for damage. No professional status, school or ID is required by the text. Misrepresenting an animal as a service-animal-in-training is covered by the same misdemeanor as faking a service animal. See service dogs in training.

Is there a Iowa service dog registration or tag?

No. Iowa has no state service dog ID, tag or registry, and no license fee waiver was found.

Iowa's housing law goes out of its way to discount registries: "An assistance animal or service animal registration of any kind, including but not limited to an identification card, patch, certificate, or similar registration obtained electronically or in person, is not sufficient information to reliably establish that the person has a disability or disability-related need". Housing: service dogs and ESAs in Iowa

Iowa rewrote its housing rules in 2024 (SF 2268). If the need is not apparent, a landlord may ask for supporting information, may not ask for a diagnosis or medical records, may require proof of licensure and vaccination, and must give a written determination. The tenant is liable for damage. No tenant fraud penalty was found in the housing law.

Federal housing law shifted in 2026. HUD withdrew its 2020 assistance animal guidance, and a May 22, 2026 memo says its fair housing office will find reasonable cause in animal cases "only for those cases involving animals trained to provide disability-related assistance." The Fair Housing Act itself did not change and private lawsuits remain possible, so Iowa law matters more than before. See ESA letters and housing after HUD's 2026 change.

ESA letters in Iowa

Iowa sets detailed letter rules (216.8C). Letter writers include physicians, physician assistants, nurses, psychologists, social workers, counselors, and out-of-state equivalents in good standing. The written finding must include the disability, the disability-related need, the assistance provided, and:

  • "Certification whether the provider-patient relationship has existed, in person or via telehealth, for at least thirty days";
  • whether the licensee "is familiar with the person and the disability";
  • issue and expiry dates, and license number and type; and
  • "Whether the licensee received a separate or additional fee or other form of compensation solely in exchange for making the written finding".

A finding is valid "for a period of twelve months or the term of the rental agreement, whichever is greater." A licensee who breaks the rules faces board discipline.

Employment in Iowa

Public-access rules do not govern the workplace. Employment falls under Title I of the ADA: you request an accommodation, and when the disability or need is not obvious your employer may ask for reasonable documentation, which a store may not. EEOC settlements show a trained service dog can be a reasonable accommodation. Put your request in writing. More in service dogs at work.

Misrepresentation penalties in Iowa

Iowa Code 216C.11(3): "A person who intentionally misrepresents an animal as a service animal or a service-animal-in-training is, upon conviction, guilty of a simple misdemeanor." The penalty is "a fine of at least one hundred five dollars but not to exceed eight hundred fifty-five dollars" and up to 30 days (Iowa Code 903.1). The law dates from 2019. Where to file a complaint in Iowa

  • A business, hotel, restaurant or government office refused your service dog: report it to the U.S. Department of Justice through the online form linked from its ADA complaint page.
  • Housing: Fair Housing Act complaints go to HUD, which now finds cause in animal cases only for trained animals. A private lawsuit is still possible.
  • Work: file a charge with the EEOC, generally within 180 calendar days, or 300 days where a state or local agency enforces a similar law.
  • Refused entry in Iowa: knowingly denying or interfering is a simple misdemeanor under 216C.11.
