The ADA does not require a vest, and a vest does not make a dog a service dog. Misrepresenting a dog as a service animal is a misdemeanor in Nevada (NRS 426.805) and an offense in at least 36 states.
What this is, and what it is not. Registration with Do Not Pet is voluntary and filled in by the handler. It is not a government registry, does not certify training and gives no legal rights. In the U.S. Department of Justice's words, documents like these "do not convey any rights under the ADA and the Department of Justice does not recognize them as proof that the dog is a service animal." No business, landlord or airline has to accept it.
