Qatar Airways service animal policy: service dogs, ESAs and Doha

Which rules apply to a Qatar Airways flight?

• US DOT rules cover a foreign airline "only with respect to flights you operate that begin or end at a U.S. airport" (14 CFR 382.7(b)). Qatar's conditions of carriage have a separate set of terms for US flights.
• Qatar's own rules apply on its other flights, and on those the paperwork is heavier.
• Country rules apply at the destination. Qatar says travelers "are responsible for ensuring they have the health documentation and other certifications required by the departure and destination country."

The main source here is Article 18 of Qatar's Conditions of Carriage ("Updated: May 2025"), which Qatar's pet and disability pages both point to. We read it, Qatar's pet guide and its travel agent guidance live on 2026-09-29.

Service dogs on Qatar Airways: what Qatar requires

• Dogs only: "No animal other than a dog is permitted in the passenger cabin as a service animal (including psychiatric service animal)."
• Number: "up to two (2) service dogs (including, psychiatric service dogs) in the passenger cabin", free of charge, "without being permitted to occupy a seat".
• Notice: at least 48 hours before departure (see the US exception below).
• Proof of training (non-US): evidence at booking or check-in that the dog "is fully trained (e.g. an identification card, other written documentation or tag)", plus certification from the dog's licensed veterinarian and a current vaccination record.
• Check-in: "at least one (1) hour prior to our published standard check-in times regardless of the type of service dog."
• Behavior: no "growling, snarling, lunging at, or attempting to bite". Qatar may require the dog to be "harnessed, leashed or otherwise tethered". A dog that misbehaves may go to the cargo hold "at no additional cost to you", if you supply a kennel and there is space.

Qatar does not say what kind of identification card it accepts on non-US routes. A registry card, ours included, records details; it does not prove training. Qatar's travel agent guidance also suggests carrying "sufficient absorbent or other material" in case the dog needs to relieve itself on the flight.

Which Qatar Airways routes allow a service dog in the cabin?

Article 18.2 lists: the United States, Canada, EU member states, the UK, Switzerland, Brazil, Australia, India and Georgia. "On all other routes, service dogs (including psychiatric service dogs) will be accepted free of charge as checked baggage within the aircraft hold."

Qatar's travel agent portal words it differently, listing flights to and from the US and the EU (plus Georgia, Norway and Switzerland), and Qatar flights "connecting at Doha" to or from its US and EU flights, including Qatar and United codeshares. The two lists do not match, so confirm your exact routing, including any Doha connection, when you give notice.

If your paperwork is missing, Qatar says your dog "will not be allowed to be carried in the passenger cabin", but it will fly in the hold free "provided You furnish a suitable kennel and that there is space available."

Qatar Airways and the DOT forms on US flights

For flights to or from the US, Article 18.6(d) changes the rules:

1. The proof-of-training requirement "shall not apply".
2. Bring the DOT "Service Animal Transportation Form on the date of travel".
3. Add the DOT Relief Attestation Form "if your flight segment is scheduled to take eight (8) hours or more".
4. The 48-hour notice applies "only if your flight segment is scheduled to take eight hours (8) or more". Check your segment's scheduled time.
5. Booked less than 48 hours ahead? You may hand both forms over "at the departure gate on the date of travel."

Qatar's pet page lets you tell it in advance through its online pet request form. It also reminds you that "All dogs, including trained service animals, must meet the CDC's requirements when traveling to the United States." The CDC lists Qatar as a high-risk country for dog rabies, and dogs that have been in a listed country within the past 6 months face extra requirements. Psychiatric service dogs on Qatar Airways

Qatar accepts them by name, up to two, free, on the same routes. On non-US routes, Article 18.7 asks for more: 48 hours' notice "regardless of the length of your flight", proof the dog is fully trained and "at least four (4) months old", vet and vaccination records, and a signed certification "no older than one (1) year" from a licensed mental health professional, on letterhead, stating that you need the dog for air travel or at your destination.

On flights to or from the US, Article 18.7(e) says the proof-of-training and mental health letter paragraphs "shall not apply". You still check in one hour early and bring the relief form for a segment of 8 hours or more. That matches the DOT rule, under which airlines may no longer require a mental health letter. Emotional support animals on Qatar Airways: pets in the hold

Qatar's pet guide says: "Emotional support dogs do not qualify as service dogs and are not accepted in the cabin." Qatar's travel agent guidance adds that pets in the cabin are "Not acceptable by QR, except Falcons." So an ESA flies as a pet:

• Checked baggage fees: up to 32 kg, USD 200 to or from Qatar and USD 350 on other routes; 32 to 75 kg, USD 300 and USD 450. Heavier or larger than 300 cm goes as cargo.
• Notice: an online request or contact at least 48 hours before departure.
• Health certificate: the pet must be certified fit to fly by a vet "within 10 days before their travel date".
• Limits: Qatar does not accept animals connecting from other airlines' flights, restricts snub-nosed breeds, and carries animals to and from Australia and New Zealand only as cargo.

Service dogs in training on Qatar Airways

Qatar's pages do not mention dogs in training. Its non-US rules ask for proof the dog "is fully trained", and on US flights the DOT rule says service animals in training are not service animals. Expect a dog in training to fly as a pet in the hold.

Flying into Doha, and other destinations

Qatar's government portal (an article dated 8 September 2020) says a dog needs an import permit from the Department of Animal Resources, must be "above four months" old, vaccinated "at least 30 days before the date of travel", and that the permit "is valid for one month". It lists breeds "not allowed to enter Qatar", including Boxer, Doberman, Great Dane, Rottweiler, Bulldog and Japanese Akita, and does not mention a service dog exception. Check with the ministry before booking a trip that ends in Qatar.

The UK: Qatar Airways does not appear on the UK government's list (updated 25 September 2026) of airlines registered to carry assistance dogs into Great Britain, even though its conditions of carriage list the UK as a cabin route. Ask Qatar how it handles UK arrivals. Canada: Qatar notes that "Personal or assistance dogs" from high-risk rabies countries can still enter if all requirements are met. Seating, size and large dogs on Qatar Airways

A service dog may not occupy a seat. Qatar "may need to change your seat location" so the dog does not block an aisle or an exit row. Qatar's pages do not mention buying an extra seat for a large dog. What they do offer is the hold: free of charge when paperwork is missing or the dog misbehaves, as long as you bring a suitable kennel and there is space. On a US flight, the DOT rule says a dog that does not fit must be offered another seat in the same class if available, otherwise the hold free of charge or a later flight.
