If you searched for Frontier's emotional support animal policy: your ESA can fly, but as a pet. Frontier says "as of February 1, 2021, Frontier will no longer accept emotional support animals onboard", so an ESA flies under the pet policy for $149 each way. A trained service dog, including a fully trained psychiatric service dog, flies in the cabin: upload or mail the DOT form no later than 48 hours before travel, or hand it in at the airport if you booked later. Up to two dogs.
Service dogs on Frontier: what Frontier requires
- Form: "Passengers traveling with a service dog must complete and submit the DOT's Service Animal Air Transportation Form, attesting to the dog's health, behavior, and training."
- Number: "Frontier limits the number of service animals traveling with a single passenger with a disability to two service animals". A service dog handler may also bring one cabin pet.
- Age: service animals under 4 months are not accepted.
- Control: the dog must be "under the control of the handler by use of a harness, leash, or tethered at all times in the airport and on the aircraft".
- Behavior: a dog may be denied for "Scratching, excessive whining or barking", "Growling, biting, lunging", or "Urinating or defecating in the cabin or gate area".
- Questions: staff "may ask how an animal has been trained to assist with a disability or what work it has been trained to perform", at different points in the journey.
Frontier states no breed restrictions. No registry, vest or ID card replaces the DOT form, ours included.
How to submit the Frontier service animal form online
Frontier's website sets a hard deadline: "For reservations booked more than 48 hours prior to travel, Passengers must submit the completed Form no later than 48 hours prior to travel. For reservations booked less than 48 hours prior to travel, passengers must submit the completed Form in person to a Customer Service Agent upon arrival at the airport."
- Fill out the DOT form after you buy your ticket (see our field-by-field guide).
- Upload it through Frontier's online service animal request form, linked from its special services page, or mail it to Frontier Customer Care at the address on that page.
- Bring a copy. Frontier says it "may be requested ... at the airport or onboard the aircraft".
Frontier's contract of carriage is softer than its website ("Passengers may submit the completed form prior to travel", with no 48-hour cut-off), but plan on the website's deadline. Frontier does not say how long a submitted form stays valid.
Psychiatric service dogs on Frontier
Frontier says it outright: "Frontier will accept fully trained psychiatric service dogs", and its contract adds "Psychiatric support animals are recognized as trained service animals." Same DOT form, same deadline, no mental health letter. The dog must be trained to perform a task; see psychiatric service dogs.
Frontier does not recognize emotional support animals: flying as a pet
"The animal may be eligible to travel in accordance with our Pet Policy for a fee." That policy, re-checked live on 2026-09-25:
- Fee: "$149 per pet, per direction (Non-Refundable)".
- Carrier: hard-sided up to 18 x 14 x 8 inches, soft-sided up to 18 x 14 x 11 inches.
- Which pets: dogs, cats, rabbits, guinea pigs, hamsters and small household birds, at least 8 weeks old. One pet per passenger, and one adult dog or cat per container.
- Limits: "no more than ten pet containers will be accepted per flight"; no pets in row 1 or exit rows.
- Routes: "Effective immediately, Frontier Airlines will not accept new pets for International Travel."
- Hold: "We do not allow pets to be checked as baggage." A dog too big for a carrier cannot fly Frontier as a pet.

Service dogs in training on Frontier
"Frontier will NOT accept service animals in training". We found no trainer or puppy raiser exception. A small dog in training could fly only under the pet policy above. Airlines that do make exceptions, and state rules on the ground, are covered in service dogs in training.
International flights on Frontier
Internationally, Frontier carries service dogs only, not new pets. "For international travel, with a Service Animal, a health certificate is required." Canada needs a rabies vaccination and a health certificate in English or French, and Puerto Rico and the US Virgin Islands need a health certificate and a rabies vaccination within six months, "including service animals". Every dog coming into the US must meet the CDC's rules.
Minimum age abroad is unclear: Frontier's special services page says "at least 6 months old" for international travel, while its family pets page says 4 months. The CDC requires six months for any dog entering the US, so plan on six. See international flights with a service dog.
Seating, size and large dogs on Frontier
"A trained service animal can be placed on the aircraft floor or on the customer's lap (provided the animal is no larger than a child under the age of two). Trained service animals must not extend into the aircraft aisle or occupy an empty aircraft seat or encroach upon a neighboring seat." No exit rows, and in row 1 "the animal will not be allowed on the passenger's lap." Frontier's pages do not describe an extra-seat option for a large dog, so ask before you book; the DOT rule asks airlines to look for another seat in the same class where the dog fits.
