If you searched for Breeze's emotional support animal policy: your ESA can fly, but only as a pet. Breeze's contract says emotional support animals "must travel as pets in the cabin", which means a soft carrier, a pet weighing 25 pounds or less, and domestic flights only. A trained service dog flies in the cabin with the DOT Service Animal Air Transportation Form, which Breeze must receive at least 48 hours before departure. flybreeze.com blocked our server, so this page rests on Breeze's contract of carriage (dated March 20, 2025) and is partly verified.
Service dogs on Breeze: what Breeze requires
Breeze's contract of carriage (Section 6, Animals) is the only official Breeze text we could read. It says:
- Forms: "To travel with a Service Dog, a Guest must submit the DOT Service Animal Air Transportation Form", and for a flight "anticipated to exceed eight (8) hours", the DOT Relief Attestation Form too.
- Number: "Breeze will make every reasonable effort to accommodate a Guest in the event that the assistance of up to two (2) Service Dogs is required."
- Only dogs: "No other type of service animal will be accepted."
- Behavior: the guest "assumes full responsibility for the conduct" of the dog, and for any liability that follows.
- Breed and age: the contract names no banned breeds and no minimum age. The DOT rule bars refusing a service dog because of its breed.
Breeze also flies on-duty explosive detection and search and rescue dogs free with documentation, a separate category. No registry, ID card or vest takes the place of the DOT form on Breeze, ours included.
How to add a service dog to a Breeze booking
- Book your flight.
- Fill out the DOT form after you buy the ticket; the DOT counts a form as current only if it is completed on or after the purchase date.
- Send it "by Contacting the Breeze Contact Center". Breeze's contract describes the Contact Center route, not an online portal.
- Wait for approval: "This form must be received by Breeze at least forty-eight (48) hours prior to the Guest's scheduled departure time. The Breeze Guest Empowerment Team will notify the Guest upon document approval."
Booking inside 48 hours? Breeze's contract does not say. The DOT rule does: if you buy the ticket within 48 hours of the flight, the airline must let you hand in the completed form at the gate on the day of travel, and it should still make reasonable efforts for late filers as long as the flight is not delayed (14 CFR 382.75). Carry a printed copy either way.
Submitting the DOT form to Breeze
Breeze uses the federal forms and asks for nothing of its own. The main form asks who trained the dog to do its task and to behave in public (you can name yourself if you trained it), the rabies vaccination date and a signed statement under a federal false-statement warning. Breeze does not say how long an approval lasts. The DOT rule lets an airline ask for the form once per trip (a round trip is one trip), so expect to send it for each booking.
Psychiatric service dogs on Breeze
Breeze's contract sets no separate rule for psychiatric service dogs, and the DOT rule treats them exactly like other service dogs: same form, same 48-hour timing, and no letter from a mental health professional. What matters is that the dog is trained to perform a task for your disability. A dog that helps just by being with you is an emotional support animal and flies as a pet. Emotional support animals on Breeze: flying as a pet
Breeze is plain about it: "Emotional support animals are not treated as service animals for purposes of this Contract of Carriage ... they must travel as pets in the cabin subject to the fees and other requirements of Section 6.B." Those requirements:
- Which pets: domesticated cats and dogs, on domestic flights. "Not more than one (1) pet" per guest, "and no more than five (5) pets are allowed on each flight".
- Weight: the pet "weighs twenty-five (25) pounds or less".
- Carrier: soft-sided, no larger than 17 x 8 x 13 inches, and it counts as your personal item.
- Seats: not in Breeze Ascent, the row behind it, or an exit row.
- Fee: "as posted on the Breeze website". We could not read Breeze's site, so we do not quote a figure.
- Routes: "pets are not permitted on International flights."
- Hold: "Breeze does not accept cats, dogs, or other animals as cargo or as checked baggage."
So an ESA over 25 pounds cannot fly Breeze at all. Compare other airlines in can emotional support animals fly?
Service dogs in training on Breeze
Breeze's contract does not mention dogs in training. It accepts service dogs as the DOT defines them, and says "No other type of service animal will be accepted." The DOT's definition excludes service animals in training, so on Breeze a dog in training would fly under the pet rules (25 pounds or less, in a carrier) unless Breeze tells you otherwise in writing. International flights on Breeze
Breeze puts destination rules on you: the guest must meet them, "including dog importation requirements set forth by the Centers for Disease Control and Prevention (CDC)". For a dog coming back into the US, that means at least six months old, a microchip and a CDC Dog Import Form, and the CDC says service dogs must meet the same requirements as all other dogs. Pets, including ESAs, cannot fly Breeze internationally. Our international flights guide covers the rest.
Seating, size and large dogs on Breeze
"A Service Dog must be able to fit on the Guest's lap without intruding into the adjacent Guest seat or aisle, or within the Guest's foot space without blocking the egress of any other Guest. Service Dogs cannot sit on the seat or touch the seat or tray table." A service dog in a carrier may not sit in Breeze Ascent, the row behind it, or an exit row.
If the dog is too large, or you fly with two, "the Guest may purchase an additional ticket(s) ... or the Guest may be accommodated on a later flight". Since Breeze carries no animals in the hold, a large dog means a second seat or another flight, so settle it when you send the form.
Contacting Breeze, and when we last checked
Breeze's contract sends service dog forms to the Breeze Contact Center; flybreeze.com lists how to reach it. The site returned a bot challenge to our server on 2026-09-25, and its help pages had no readable archive copy, so we read only the contract of carriage PDF, live that day. That file says "Updated as of March 20, 2025", although the Internet Archive shows the same address changing in January and June 2026.
